The Board of County Commissioners is the governing body and the major policy approval center for county government. It is the legislative body with authority over most aspects of the county. Its responsibilities, however, are not all encompassing. There are several instances where the power of the county board is limited. The county has other agencies and boards that, while part of the county, are rather independent from the board of commissioners. It is for this reason that county government in Michigan is thought about not as ‘a' government, but as a "collection of governments."
